Teen or older Sims can wish for romance, provided they do not already have a significant other. Child and Teen Sims can wish for improved grades.

If you want an instant romantic relationship this is the way to go but don't use it more then once a day or it backfires and Mrs. Crumplebottom beats you up. Sometimes I will use it on new sims that I have created to get them an instant romance and 3 new friends. I use the well mostly on adults but sometimes on teenagers. I'm soon going to drop one at the vacation spots because I've noticed when I take my sims by thereselves it's hard for them to meet new sims. They have to start talking first. When they go with somebody else thou sims will come up and start talking to them and even hitting on them. When my sims are by themselves they can sit on the beach and watch waves and not one person will join them.

With the wishing well they can instanly have 3 friends on the island to hang out with and even have a romance down there.
